When He Who Was Disappeared from the world, betrayed by his own Exarch, the Angel Astaroth. Then began the years of tears. The stars wept tears that fell to the world scorching the earth and burning the seas. The wailing and cries of his angels never ceased and could be heard in the waking or sleeping. Every soul knew something was gone, something was missing, children stopped eating and parents could barely bring themselves to care a despondency they did not understand weighing heavy upon them. And as time passed it only grew worse. The trees stopped growing, losing their will to exist in a universe in which such a tragedy could happen. Even the Far Realm, stilled itself, seemingly in respect for its fallen foe. (Though scholars later determined that as one of He Who Was's last acts he obliterated so much of the far realm it simply took centuries for it to recover enough to return to the world). Still if something was not done to stop the weeping of the angels their contagious sorrow threatened to kill the world as surely as any catastrophe.
And so the world serpent reached out to these angels and offered them a deal. Eternal Mortality, life and reincarnation, so that their memories and consequently their sorrows might be restrained. Many agreed and thus were the first Devas born. Other angels would take this path for other reasons, but these were the first. The weeping of the remaining angels was not loud enough to be heard except as echoes in the most sorrowful dreams.
However sometimes the memories, the sorrow leaks through anyway. Muted but there. These Devas are inevitably drawn to join They Who Were. The last church of He Who Was and devoted to carrying on the legacy of his wisdom and avenging themselves against hell.
The deal with the World Serpent took away the great power of the angels but gave to them an even more important gift. True immortality. These Devas cannot ever die. If slain they reincarnate and eventually, always evetually return, with a new, name, a new face and new skills but they always return to continue the fight.
Along with the Devas all the ancient mortal followers of He Who Was eventually merged or closely allied with They Who Were such as the Knights of the Chalice.
They Who Were is commanded by one of the four last remaining angelic generals of He Who Was's Armies named named Milchamah. He and his angels never took the offer of the world serpent, containing their own sorrow with an oath of blood to avenge him rather than mourn.
Recently a new addition to their ranks has come. Not those sorrowed by the lost of He Who Was, but those sorrowed by other losses. And are willing to give up their name, their identity to become someone who was but no longer is, just to ease the pain and gain vengeance.

Your exploits have grown so that Milchamah has taken a personal interest in you and dispatched one of his Fallen Angels of Blood to aid and advise you.
Range: Ranged 5
Effect: You summon a Fallen Angel of Blood(summon) in an unoccupied square within range. The creature is an ally to you and your allies. The angel lacks actions of its own. Instead, you spend actions to command it mentally, choosing from the actions in its description. You must have line of effect to the angel to command it. When you command the angel, the two of you share knowledge but not senses. When the angel makes a check, you make the roll using your game statistics, not including temporary bonuses or penalties. The angel lasts until it drops to 0 hit points, at which point you lose a healing surge (or hit points equal to your healing surge value if you have no surges left). Otherwise, it lasts until you dismiss it as a minor action or until the end of the encounter. Note: The above are the mechanics pertaining to the use of the angel in game, when roleplaying the angel it is to be roleplayed as if it was an autonomous creature aiding the party.
