But it is listed in a stat block that has attack in the upper right. Doesn't that mean that it should be treated as an attack?

The compendium separates the stat blocks into attack technique and movement technique.

As far as I know, the compendium is not a valid source of information, since it has its errors.

It is a secondary rules source, which makes it valid when you don't have other things to hand (which I don't at the moment).

Anyhow, the RAI as is obvious.

"An attack roll and its effects, including any damage rolls. The word “attack” is sometimes used as shorthand for “attack power.” Some attack powers include multiple attacks, and some powers, such as magic missile, are designated as attacks yet lack attack rolls (using such a power counts as making an attack if the power has a target)."

I don't think the fact that it is underneath an attack power is enough to designate a monk movement technique as such.

Also, I believe in the case of the Monk, only the "attack" part of the "full discipline" is an attack. Perhaps I'm thinking of something else entirely.
