| Where are you reading this? I don't recall seeing this explicitly written anywhere.
Or perhaps this is an extrapolation of the Intimidate rules where one can Intimidate a bloodied enemy. And since minions essentially can't be bloodied, they are therefore "immune"? | |

| One way of doing it if half a group of minions were "down" ... then the group would be considered bloodied... and affectable by an intimidation to flee | |

| One thought that comes to mind is that minions are, by their name at least, "lesser" than other enemies. They are the red shirts of the D&D world. So a DM might feel justified in saying that a minion is always susceptible to being intimidated.
I don't know if there are minions with immunity to fear, but if there are, I think they might be unaffected to intimidation.
Or perhaps a minion can be intimidated, but it takes a slightly higher skill roll than normal.
And, as you said, if half of the minions in an encounter are down, maybe the remainder are then able to be intimidated.

| Technically I would like minions to be less dangerous... To get the hero on a pile of minions you have to have minion sweeper powers | |

| Or just throw some lower level minions at them. Usually 2 levels below drops the minion's attacks and defenses down just enough that a mob of them doesn't pose too much of a threat (but still some through sheer numbers). I ran one encounter where there was a solo at party level and each round 1d4 minions of 2 levels lower than the party entered from an open planar portal.
It worked out well because at first, the party tried to "handle the minions" while the defender stood ground with the solo. They figured that way they could focus on the solo by the 2nd or 3rd round.
But when it was clear that the minions weren't stopping, they actually switched so the defender stood right by the portal, attempting to thwart as many of the minions as possible while the rest focused on the solo.
Once the solo dropped, the portal closed, and the remaining minions were simple to mop up. | |
