One theory I have is that powers really amount to forms of skill use in many cases two skills ... martial skills which move enemies do not necessarily do so by athletic force or even nimbleness ... but rather by insight and bluffs and coercion and seduction. To give this context Intimidation can be used as power already its written so you theoretically could move enemies around mingling with an attack ummm why not? What if you took it and elaborated lesser but general effects, and did the same with other skills. Yes it might even involve making every class a bit multi-attribute dependent The problem was some classes were mad and some sad.. be consistant in your design and its not a prpoblem AND skills might need a finer grain in terms of advancement
This relates to how I am thinking about using a common resource which combines action points and healing surges and the fuel which governs daily powers... it can be used to bolster skill use in many contexts including the above.
Anyway it could put a different light entirely on skills and powers.
