What are the best feats/options for increasing the amount of spells a wizard can have?

The only one I really know of is Expanded Spell book. And the Paragon path that has to deal with Tomes.

Deva Tome Wizard with the Remembered Wizardry and Expanded Spellbook feats taking the Tome Adept paragon path will ultimately get you five daily spells and one extra utility spell when you gain new daily/utility spells. Can't recall if there's more ways to add to this or not, but it's a thing by itself, so...

I'd first start with the Mage class because you also get encounter attack spells in your spellbook and, even more important, never have to retrain your lower level spells to get the higher lever ones, you just add them all to your spellbook.

As previously mentioned the Expanded Spellbook feat will add an extra daily spell at each appropriate level (with no retraining) and Arcane Implement Proficency in the Tome will give you access to a number of magical tome implements that add additional spells (normally two thematically related spells of X level or less with each tome) to your spellbook and open up the Tome Adept Paragon Path.

At level 30 this gives a non-Deva Mage (Tome Adept) a total of three at-will spells (four if human), three cantrips, 15 encounter spells, 29 daily spells and 16 utility spells (plus an epic destiny utility power), plus any additional spells added to their spellbooks via tome implements. A Deva Mage with the Remembered Wizardry feat would have an additional 5 utility spells (2, 6, 10, 16, 22). The Fey Cantrip feat could also add an extra cantrip to your list if you meet the prerequisites and, if you don't mind refluffing ever so slightly, the Wild Talent Master feat gives you three extra minor powers that could easily be cantrips (my personal favorites for that being Mental Tools as a simple conjuring spell... a la Presto from the D&D cartoon, Sensing Eye for some minor clairvoyance, and psionic image for a minor at-will illusion power to compliment ghost sound... or alternately taking Telekinetic Grasp so you can use one of your cantrip picks for something other than Mage Hand).

This also does not include rituals, which you could theoretically possess hundreds of.

I never knew Tomb Adept worked with tomb training.

You have to be able to use Tomes to qualify for the Tome Adept class... hense the need to take Arcane Implement Proficiency: Tome if you are a mage to be able to qualify for it (Wizards get tomes for free, Mages have to spend a feat).
